CeCe was the intelligence specialist monitoring the last mission Finn went on with the US Army. Finn was serving in the Middle East with the Army - having spent the twenty years or so before working private military/security jobs in the area. The three years that Finn was in this time the intelligence specialist for his unit was CeCe. On his last mission Finn's team were pinned down and Finn was shot - something CeCe saw via the satellite connections providing support to the team. Unable to go back to command after others had witnessed him get hit in a way that left no question about him being dead, Finn walked away. Being an intelligence specialist CeCe was able to track him as far as his leaving the country but there she lost track of him. She could have taken the video and the truth about Finn's status to her bosses but CeCe chose to remain quiet. It's taken almost three more years for her to track Finn down to demand answers now.
Her species is open for the player's choice, although being supernatural herself would explain why she chose not to out Finn on what had happened. Much of CeCe's history is also open. I see her as a kid with a rough start gone good - a hacker/computer fiend in her youth gone good after she was given a choice between being punished for what she was able to do or being paid for it. She could have left the military since the incident with Finn or still be working for them - I'm flexible on this too. I'd just like CeCe to be skilled with technology and have that past with Finn.
As a part of Finn's team she would have spent time with them both overseas and stateside when they weren't on deployment. Finn would have gotten to know her during that time but after 650 years of life and the tragedy with his wife and child he would have been reluctant to open up too far with those he served with again. Perhaps that sense of mystery was what had CeCe at least semi-intrigued. I'm open to there having been a deeper past connection with them perhaps but it would need to be plotted out in advanced.
CeCe's personality is also pretty open. I can see her being a strong woman, not afraid to give somebody what for. She worked mainly with military men and so learned to handle them and their attitudes. She's always ready to put people in their place and has a sharp sense of humour to match.
